From the website:

"Fedora Alternatives" refers to the set of packages which replace packages in the FedoraCore. While Fedora Alternatives are subject to certain policies and procedures, packages in Fedora Alternatives have much looser rules than packages in Fedora Core.

Packages in Fedora Alternatives are controlled by their respective package maintainers and are subject to the acceptable use, QA, release and other policies of the project. Packages in Fedora Alternatives can be maintained by anyone who agrees to the project's policies and procedures. The steering committee can be asked to provide guidance, but has no power to remove packages or material within packages from Fedora Alternatives. However, legal issues or not following project guidelines may cause packages to lose their "Fedora Alternatives" status.

Packages in Fedora Alternatives must be built entirely from software meeting the open source guidelines; furthermore, Fedora Alternatives packages must be buildable only using software which is in Fedora Core, Fedora Extras, or other Fedora Alternatives packages. Fedora Alternatives need to be kept roughly up to date with Fedora Core releases and must be signed with the package's key rather than the Fedora key. Packages in Fedora Alternatives are expected to release updates to fix security issues. RHN will not carry Fedora Alternatives content.

RedHat will provide build systems, CVS repositories, ftp and web services, and possibly other facilities needed by the Fedora Alternatives packages.

Packages in Fedora Alternatives may conflict with packages in Fedora Core, Fedora Extras, and other packages in Fedora Alternatives. It is possible to have many Fedora Alternatives packages under the umbrella of a single Fedora Alternatives project.

The technical committee is responsible for accepting packages into Fedora Alternatives based on the technical merits of the package and the proposed package's maintainer. The technical committee is the combination of the steering committee and advisory committee with each individual getting a single vote.
