If you really want to be picky, CompuServe is an OnlineServiceProvider. NOT an ISP. OSPs provide many services, one of which happens to be internet access.
They also provide access to many forums, chat rooms etc that are usually available only to subscribers of that service.
CompuServe were one of America's big online things, back in the days of Prestel and Quantum Link, a Commodore 64 service that became AOL.
