When used in reference to a datatype, 16bit means that the datatype (usually a pointer, integer or floating point number) is 16 bits wide.

When used in reference to a CPU, other hardware or OperatingSystem, 16bit means pointers are 16 bits wide. DOS is a 16 bit OperatingSystem.
