Licq is an X11 ICQ client built around the QT interface
libraries. It supports most features of the original
Mirabilis client, including messaging, chat, and file
transfer.

Specify the base directory for configuration and data files
(default: $HOME/.licq)

Set the debugging level.
1 - show startup information.
