Debian specific changes:

I have changed the name of some of the binaries to have a "vs" prefix
in order to avoid a name collision.  I've also added a Makefile for
the vssetup utility.  Eventually most of these binaries will be
removed as they are integrated into the main vegastrike binary.  Also
the model conversion scripts are not included in this package.

Also, the paths to the binaries have been modified in the man pages.
