This is the GTKBe GTK theme. To compile and install simply do:

./configure
make
make install

For RedHat, you probably want ./configure --prefix=/usr so stuff gets
installed with all the other themes instead of in /usr/local.

You should now be able to select the theme from GNOME's control panel or
put the following line in your ~/.gtkrc or some other gtkrc:

include "/usr/share/themes/GTKBe/gtk/gtkrc"
