LICQ is licensed under the terms of the GNU GPL.  Note that the plugin
found in licq-plugins-qt2 is licensed under the GNU GPL with a special
exception, as it is linked to the Qt libraries which are not
compatible with the GPL.  The main LICQ package is unencumbered,
however.

The GPL licence can be found in /usr/share/common-licenses on modern
Debian systems.
