README for Debian ttmkfdir package

Debian's version of ttmkfdir differs from the original in that it
is heavily patched.

Patches included: for the TIS620 encoding (sent to me by Chanop
Silpa-Anan), for the Unicode encoding (sent by Ilya Konstantinov)
and more general Pablo Saratxaga's patch (borrowed from Mandrake,
sent to me by Andrey Kiselev).

NOTE: there are many fonts that do not include a reasonable
subset of Unicode glyphs and despite that claim to be Unicode
fonts and could be recognized as such by ttmkfdir. Please do not
report this as a ttmkfdir bug.
