pspell-ispell for Debian

- Creation of *.pwli files:
    In original tarball make-ispell-pwli, which automatically creates
    *.pwli files required by Pspell, was called during build time.

    Instead in debian package a modified make-ispell-pwli is called at
    configure time. So if you install/remove ispell dictionaries issuing
    "dpkg-reconfigure libpspell-ispell1" is sufficient to update Pspell
    *.pwli files.
