libtiff for Debian

Previously, there existed the "libtiff3" package, and it contained this
TIFF library, but compiled for libc5. While the package may have been
useful to some people, it had to be removed because:

  * building of it to be in line with the libc6 version (libtiff3g)
    required several (otherwise pointless) kludges in the package build
    system, or required a version of JPEG library built for libc5, which
    doesn't exist anymore. Otherwise, it wouldn't build properly.
  * people should have switched to libc6 by now. :o)

So I removed it. If you still need to use it, feel free to fetch an older
version from Debian archives, or build it yourself (a few changes are
required in existing debian/* files, though), if you can.
