RedHat don't release binary ISOs or RPMs of RedHatEnterpriseLinux, but in accordance with the terms of the GPL, they make all the packages available in source RPM (SRPM) package format.
Many projects have taken these and rebuilt working binary ISOs, that comply with RedHat's trademark and copyright requirements:
White Box Enterprise Linux (the first "publicized" complete rebuild)
