The effective [UID]/[GID] is the user (or group) that a process's privilege checks are done against. For instance if a user ''bob'' runs a program that is [SUID] ''charlie'' then the effective user ID of the process is ''charlie'', not ''bob'' since the process is running with ''charlie''s permissions.
