The idea of having the focused window raised after some duration, usually 750ms. This is often used with the FocusFollowsMouse and SloppyFocus methods, as you don't want every window raising to the top as you pass your mouse over it, so you only raise it after some duration. Usually clicking or typing into a window will automatically raise it.
